Starting the quest unlocks the anti-dragon shield route; it is not a separate requirement when using another complete protection setup.
Use a boat capable of making the Grimstone Island journey.
Install the required boat facility before sailing to the island.
Use a shield-and-antifire combination for melee, or extended super antifire while safespotting with Magic.
Frost Dragons can be killed off task and do not require a Slayer level.
